Why do some people dress over the top?

I know like trendies who follow gq and wear skinny jeans, barae's. Some people dress like they do in Europe and Asia. A lot of guys dress flashy. Why do these people dress up so much. Is it because their vain, narcissitic, cocky, insecure?
