Are LED grow lights for plants also suitable as collagen therapy(red bulbs), acne therapy etc?

The LED light panels sold as skin therapy cost a small fortune, yet grow light LED panels ae cheap in comparison.I can't see what the difference is between the two. I bought a 'COLLAGEN STIMULATION ANTI AGEING LAMP 225 RED LED BULBS' from E-bay, recieved the item today, but the instuctions that came with it state that its a 'plant grow light' and give instructions on how to use it with plants! Scared to use it on my face now :(
